IBM Applications Software Developer interview questions

The interview process started with a phone interview. Then I was called in to do 2 1:1 interviews. The first was a technical interview, the second was a behavioral interview. 2 days later, I got a call with the job offer

I had a phone interview for technical knowledge, and another from HR, asking how soon I could join, to which I said in about 2 weeks; how much salary I want, to which I replied I would rather first see IBM offer and then decide, but I gave my last employment offer doc. I was also asked if I am willing to relocate, to which I said yes. Both interviews were conducted in the space of 3 days. My agency told I cleared both interviews, as I was expecting. Now one week is passed, and no offer yet. HR is not responding. I am selecting a negative experience because I am in the dark; however the guys that interviewed me were technically good and well mannered. My purpose is to ask if it is the norm to not being intimated anything for a long time? and how long?
