      Good People, Good Benefit and ....... nothing

      Cons

      Lower banding staff are eliminated continouosly, and NO PATHWAY upward to higher banding (Don't tell to use the Portal, it's useless!) Squeezing staff and contractor with using non-reasonable indicator, just non-stop reduce headcount.
