Bureaucracy is tough to work through Some management has no buisness being at their current job roles unwilling to fire or repramand poor performance, often times the poor performer will just get pushed onto or even promoted to a new job so their current supervior dosent have to deal with them anymore.

best place to sleep eat and move around managers wont care what in the world you are doing end of the year appraisal would be great

end of the year appraisal would be great - but no benefits added managers wont know what you had accomplished and no freedom to implement any new ideas.
