Recruiter did the pre-screen and repeatedly told me to look for an email to set up the following interview. It never came. It's totally fine to pass on a candidate, but be honest with them. Stop telling them to look out for emails that are never going to come, or if something changes make sure to notify the candidate. Uber strings you along in the process for no reason.
