-In my experience, P&O (i.e., Human Resources) was quite opaque, negligent and irresponsible in situations requiring more than pro forma document preparation. When I really needed Human Resources expertise, I had nowhere to turn. I also have not seen anyone in human resource held accountable for the mistakes made and inaction when I needed support.
