The phrase 'just get it done' is congratulated. Safety comes second, be it personal or train. If you raise a problem, you are seen as the problem. Your face needs to fit. Toxic people have been placed into management positions. Things like train movements are seen as a lower class, despite how dangerous it can be. The rule book doesn't seem to apply to these people.
