Management is pretty clueless and they don't have the guts or power to fix the situation we are in right now. Despite having a lot of work right now, we can't hire additional staff. In fact, quite the opposite is happening. We are working long hours and losing people (because maybe the grass is greener on the other side of the fence, or because management refuses to keep good people). Fear of layoffs is pretty high.
