This flows down to middle management who do the same, etc., etc. They make all the diversity noises but will punish staff who are neurodiverse, suffer from depression or anxiety and they will put you through 'competence reviews' Constant budget cuts. bizarre outsourcing deals and steady corrosion of staff benefits over the years.
