Meta Manager interview questions

Recruiter contacted me about role; went through a number of phone interviews and established that I easily qualify for the work. Then, am told that it takes a long time to "learn the culture" and that it's better if I come in as an IC (at a lower salary than I was currently earning as a manager) and spend a year to earn the right to become a manager. That's a bit of a bait and switch, don't you think? So I declined their invitation to continue discussing employment opportunities at Facebook.
