Working under the Project Director of the Overseas Buildings Operations (OBO) team, the Mechanical Engineer is responsible for overseeing and inspecting all work elements of the construction site, reviewing shop drawings and other construction plans, developing change orders and cost estimates for the New Consulate Compound (NCC). Incumbent must be capable of working independently.
All selected candidates must be able to obtain and hold a Public Trust security certificate (Low Risk/Non-Sensitive).
All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
A University degree in mechanical engineering from an accredited institution is required.

Experience:

Full performance (grade 11): A minimum of five years of experience in mechanical engineering related to building construction and renovation on large scale residential or commercial development projects, of which, two years of experience in construction project management and oversight is required.
Training Level (grade 10): A minimum of four years of experience in mechanical engineering related to building construction and renovation on large scale residential or commercial development projects, of which, two years of experience in construction project management and oversight is required.
Employees hired at a training grade must complete 52 weeks of successful performance at the training grade to be eligible for the next grade, regardless of the experience level at entry on duty.

Knowledge:
Must have comprehensive understanding of Department of State/ Overseas Buildings Operations (OBO) construction regulations and guidelines, OBO commissioning and construction guidebook.
Knowledge of local building and construction codes, local safety and security rules.
Must be familiar with the local government structure and jurisdictions and the key personnel to facilitate authorization and related engagement.
Must have professional knowledge in mechanical design calculations and criteria, preparation of engineering drawings and specifications.

Skills And Abilities:
Good working knowledge of Microsoft: Office Suite (Word, Excel, Power Point, Outlook) and Internet Research.
Professional skills and experience using construction management software such as Microsoft Project and Primavera.
Ability to create mechanical engineer cost estimates and review mechanical plan for code compliance.
Ability to operate documenting and measuring equipment such as cameras, infrared thermometers, flow meters, calipers and measuring tools.
