Super unprofessional and arrogant. They made me pass a 120 minute excel test, then 3 telephone interview in the middle of the night (due to diff. timezone which they didn't care about) and did not give a single frakk to email or call back that they won't proceed further. When i emailed they never replied. So disrespectful.
Unfortunately I read other similar comments here so it must be a common practice at Uber. It's a shame.

Question 1
How else would you encourage Drivers if you don't have budget for it?
I applied through an employee referral. The process took 6 weeks. I interviewed at Uber (Chicago, IL) in Oct 2016
Interview
I applied through an employee referral. Overall, it was a lengthy process that took over 5 weeks. First was the phone screen by a recruiter, followed by an analytics test, a phone conversation with a team lead, then an onsite interview with a number of team members / leads. Everyone I met throughout the process was incredibly nice, intelligent, and passionate about the work.
I applied through an employee referral. The process took 2 months. I interviewed at Uber (Sydney) in Dec 2016
Interview
I was internally referred so I skipped the screening process and went straight into a phone interview with a recruiter. After satisfying this requirement I was sent a basic analytics test which there is a lot of information online about- easy to prepare with practice quizzes etc. The I underwent further testing.
